Another way of finding popular remix competitions would be to go to the "Music" tab at the top of the page, then click "Week". That shows you the most popular tracks posted within a week's time, and odds are some of them are remix comps.
One thing you can do is to follow a few people, that way your newsfeed starts having their comments on other people's tracks pop up. This is a good way to discover new artists and to find out what people are liking or saying. Also, you may notice that some people change their name so that you can see when they have a remix comp going on. As for bigger contests hosted by AT, they generally announce that on their Facebook page (https://www.facebook.com/audiotool).
The actual remixing is what you have to figure out for yourself, but once you get in the flow of things, the track usually seems to just remix itself. I hope that that helps you out, and again, welcome to AT!

Occasionally, you'll have one that lays out what the tracks will be judged specifically, but those don't usually happen often. Really, the "standard rules" for most of these competitions is just common sense.
