I could understand what your saying about the rings. If you listen closely, you'd actually hear that the ring sound fx initiates on beat 3 and 4. And on both of those beats it should be on 3 sixteenths out of the whole beat. The synth with the high release from the pitch envelope is just something extra. Now that I think about it, it doesn't seem that necessary.
