Have you ever listened to the concept album 'Time' by Electric Light Orchestra? The concept is that a man from 1981 wakes up in 2095 and has to readjust. It's magical!
This track is inspired by "In the Year 2025" of Zagger and Evans (1968). I did not respect the agreements of originally, but there are more of less the same spirit of the basse line.
It is an evocation of passing time, this time we would like to stop. Give me time... please.
