Well I don't think that it's possible to make words. Vowels should be possible but not words. There are some vox samples but if the words aren't what you want then IDK. The other option is to wait for sample upload to come back and record your self and apply voices to make it roboty or get a free vocaloid and make it and import.
you can kinda use the ring modulator to get a vocoder type sound, but it's not really designed for it
the thing pendragon sent was what i was going to send, but he beat me to it
Personally I save vocoding for outside software because its so important.
I divide my song into two.
I can still demo my voice over my audiotool song at any stage.
I record the meat of the part needing a vox and do alot of "forgiving" for the moment becuz I know that I can trick out the sour spots with a vocoder BUT LATER.
Keeping things simple...keeping the the 5-7 stages of music production loose and close by in my mind lets me forgive and forget (for the appropriate stage of production) and then come back to it later...all in the flow of the 5-7 stages of music producing.

But how can I turn a vox sample to sound like a vocoder
https://www.audiotool.com/track/nhkhct5uivas/ it’s a meme but it’s accurate and it works

So it's possible but impractical. The amount of devices is crazy.
This is a lighter example of a vocoder implemented with AT devices: https://www.audiotool.com/track/vocoder_demo_2/
You have to spend a whole day to make even slightly make a vocoder lmao
haha have you ever heard of Frigolito? ;) https://www.audiotool.com/track/jingle_bells_-_synth_barbershop/
