If you're wanting to put this effect on a sample, that's going to be tricky and nigh-on impossible in AT.
If the sound can be synthesised, however;
Use the Pulv to make the sound. In the LFO section, turn on the connections to whichever Oscillators you are using. Set the rate as required. You are now using the LFO to modulate pitch on those selected oscillators.
