No u can't. audiotool is a sharing music making tool. U can only upload "no copyright" sample. Which mean that u can only upload samples u made urself. If u made a very nice snare in another daw with that sample pack, then u can upload it, cus u made ur own snare.
Most paid samples are royalty free, meaning you can use the copyrighted material in your own stuff, even commercially. I'm not sure what the rules are on publishing it with creative commons.

"Royalty free" just means that the samples have been cleared of rights by the vendor so that you can use them on your own productions without being sued by the original creator. Most of these packs also come with a license agreement stating the conditions under which you can use them. Most license agreements explicitly forbid redistribution or uploading to a server. Hence the problem with commercial samples in Audiotool.
but then you wouldnt really be able to make professional music, unless you were really good at layering and mastering samples. which i can imagine that that isnt very many people

I'm pretty sure its against the terms of the copyright in the pack, considering that the samples would still be uploaded to the cloud
