I was wondering, under CC-BY-SA, am I allowed to sell songs commercially with samples found within the Apps Library?

Yes, you can sell ur AT music (Bc it's an original track). There is a risk tho, you have to make sure that samples are royalty-free, or else u might be in trouble with copyright issues.

Yes. There have been Audiotool songs copyrighted before.

If you want to be safe, aside from using your own samples, use the ones provided by Audiotool, Newloops, or the AT Resource Collective only. Those samples are guaranteed to be safe.

as long as you own the rights to the tracks and the samples are not infringing copyright just like @andremichelle said
