How would I go about saving my stereo output's master chain? Or even just a chain I created for an instrument channel?
I don't want to only save a single device as a preset.
I noticed that templates are a thing, but I have no clue how to create one or how to browse for a working one in 2024.

Templates were a thing back in the day, and you can still access old templates, but you can't make new ones anymore.
I would suggest to just save a draft with your effects chain and then when you need it copy the devices to the new draft.
All the settings on the devices will be copied as well, so there is no need for presets.
Previously, saving a bookmark replaced templates. To create your effect chain, navigate to Project | Save Bookmark. In this draft, you can open the effect chain in a new draft by selecting "Open Bookmark."
Alternatively, to replicate an effect chain, open the draft where it's used. Use the select tool to highlight the chain, then copy it. Create a new draft by selecting "New" under the Project menu. In the original draft, use Ctrl+C to copy the selected chain. Then go to"Window", select the new draft, and press Ctrl+V to paste the chain into the new draft.
