When I go to look for user-uploaded samples, they refuse to show up. I have restarted my computer, cleared cache, and everything... and nothing has worked. All I am able to use are audiotool-given samples.

i am having the same issue ... did they all get deleted?
You don't need to restart your computer, etc. Just check the news on the board: https://www.audiotool.com/board/news/sample_upload
must be just doing some updates to the page or something ! Ive seen this happen to this and many other online music makers
