I know that the rules to making your own samples are pretty strict. I just had one question though- Is it ok to use text to speech websites to make your own samples? I love making glitchcore music, but Im very shy about recording things. I wanted some talking in my tracks, so I came up with this idea. But asking just to be safe; Is text to speech a violation of rules even if you manipulate the sound?

tts should generally be fair use, especially those cheapo free sites around considered

Whether and how you can use a tts generator depends on its license. Look for a license on the website. It you can't find one, assume you can only use the tts generator for your own personal amusement and not for redistribution.
