I changed the sample length to 64 and I have 4 ranges filled in and for some weird reason when the pattern begins it starts at range 2 instead of range 1. Sometimes it starts at range 1 but instead of going from 1-16 its like 3-16

Are you sure you are talking about samples? It sounds like you are talking about patterns. Check the "pattern restart" option on the context menu of the pattern on the time-line.
Not related to sample editing.
Also make sure that the first note starts with the bar and not somewhere between. You can move the whole note sheet inside the bar if you drag with left click at the small line on top of the opened bar.
