If it's the synth sound that plays when you're running across propulsion gel, I already made it as a Heisenburg preset. If you want to grab it and figure out how it's done, it's called portal 2 propulsion gel arpeggio. Otherwise I don't know what sound you're referencing.
It's that kind of growl-voice-like synth used in Reconstructing Science and a few Tunneler OSTs.
Alright I was able to figure it out. Preset is Portal 2 Voice-Like Synth.
