If Devices aren't active, do they still use CPU?

I do not mean by simply turning off an effect, I mean if audio isn't being processed through the device, will it turn off? In other software you can disable Virtual Instruments and effects to save CPU, but it doesn't really work for delay, reverb, etc.. since a note has to be played and after so long it disables. Maybe this could be a way to save CPU? Let me know c: Maybe it could even work for things like Drum Machine Samples or Synth Oscillators that aren't being used.

What about letting the user tell the app when a particular device needs to be running or not? A button (or a new item on the context menu, so that you don't need to mess with the GUI) could be added to make the device active or inactive, much like regions on the time-line that can be muted or unmuted.
