First make a machine, I suggest the Heindsburg. Then click on the + button then click on create timeline track. Then under the dropdown menu of your machine name click 'Create Note track.' Finally, click anywhere on the timeline and create the note track, then double click the track and the double click the spaces to make the note.

finally after all these years i found out how to make a note track
was going to suggest the Hindenburg but that one burned down
