Look at the scrap heap I made at https://www.audiotool.com/track/two_the_ninez/. I'm very sure not many would refer to it as "music"... ever, but I didn't use any samples/loops. The first thing you'll notice is: I've no clue what I'm doing. So, all I'm guiding you to is "this is how I did what you're asking about." More specifically: many, many... many... hours were spent turning virtual dials and tweaking virtual tweak-settings, which is also a big reason I used the 909 instead of Machiniste, which is my security blanket... because there are far more incredible artists putting out incredible sounding samples/loops and tracks than I could attempt in a lifetime, and even when I bastardize their art it STILL sounds better to me than anything I've come up with... ever. Cheers!

The only time I would use a sample, is to use it to create loops for my instrumentation and not using the entire recording. For example, I would loop vocals playing over and over or a few breaks. To be honest, I've used entire recordings. But as you progress, you know better not use the entirety as that would be leaching off another person's work.

oneshots aren't all bad, they give you more options for percussion.
As for synths, as Nerd Fryz mentioned, those YT tutorials are helpful in learning the basics of synthesis. After that, you can apply that to whatever you want to make.
That is how I learned it.
