I master my tracks with a limiter, and I boost the low end on my 808s until I can feel the outside of the ear of my sony headphones vibrating lightly. Recently, to achieve that vibration has been impossible, under several different variables. Master limiter on/off, boosting the low end on a parametric EQ, exciter, stereo enhancer hasn't worked, turning the gain up super high on the mixer, on the master volume, turning my master volume up on my macbook, etc. Nothing has worked. Even messing with RMS and peak hold and all that.

Maybe there's a specific frequency that makes your particular headphones resonate, and differently pitched 808s don't achieve that vibration because their frequency is different? It doesn't mean they're not loud. They just don't match the resonance frequency of your headphones. Try a slowly sweeping pitch from 18 or 20 Hz upwards and see where do you hit that spot.
