So the title is confusing. To be specific I want to be able to allow certain people to be able to add links to my wall but make it so that no one else is allowed to. I would actually find that pretty useful and it would keep me from having to mute people because they put links on my wall.
I can see a way this could be implemented.
We could add a simple whitelist. Simple yet capable, no?
Now Im sure there are more ways to implement this but Im not good with that technical know how stuff so that would be cool if anyone could put more ideas below, yeah?

This makes sense! Albeit I'm not a developer, I do assume it would be easy considering you can just take their username, check if they're blacklisted or not and see from there. In that case, considering you mentioned both whitelisting and blacklisting, they could add 2 systems, 1 where you can allow everyone but certain people, or allow no one but only certain people that can post. I love this, you got my upvote.
Just out of curiosity – @music_lover12312 are you aware of the community preferences that allow you to limit who can post on your wall, tracks, and albums to the people you follow? Plus, you can allow/disallow the posting of links.
I know this is not exactly what you are describing, but I would like to know whether it is already sufficient for your specific situation.
