It seems the Terms & Conditions test is a bit too easy. This test pretty much determines the future of the sample uploader. Perhaps make the test harder? To make sure people really understand the copyright rules? Maybe make the test longer, and add in a few more options for the multiple choice, maybe some fill in the blanks, and things of that nature? It doesn't need to be much longer, maybe like 12 - 15 questions or so. Maybe that might stop accidental upload of copyrighted samples.

Those users understand what can be uploaded and what not...they just don`t care in my opinion, so even with the hardest test possible, they would still upload forbidden samples and loops.
No, the only thing that can stop it is zero tolerance policy. You fucked up, you are deleted. Because such users will still be able to use other samples by other people and they don't deserve it.
