I believe that you (as a track admin) should be able to place a text slab that can only be (re)moved by admins as a note/announcement to anyone who joins, restricting it to admin only and one per project at a time greatly limits the spam potential of this item, a use that I can think of right now is a rule sheet for public tracks, I'm sure y'all can think of some more things to do. yeah, i think a notepad feature would be cool, i could jot down ideas on the same project instead of having to open notepad on my computer every time, it would be very convenient.
Honestly, being able to put text on the project desktop in general would be great. Perfect for organizing large projects and effect chains.
This would be nice, similar to Logic's track notes. This wouldnt only apply to collaborations either, solo projects too!

I was thinking it could be scaling text with possible formatting and the box being around the size of the centroid, and movable like a synth, but only for track admins/owner. Just my ideas, probably will need changes though :/

I think a rules and guidelines setup would be better for open collabs, and device notes being better for smaller projects between 2-3 people if you aren't already using something like Discord.
