Normalization usually applies to -recorded- digital audio. As the app generates audio in real time, I think that what you need is "gain staging". That is, deciding upon an audio level you want to work at (let's say -8 dBFS to provide some headroom), and then using the volume controls in each device to insure that the level of the audio stays consistent from one device to the next in your device chain.
