Metronome Rate

Sometimes, like in my current case, you would like to double the metronome speed, or half it. I request the ability to change the metronome rate, adjustable under its volume.

what is wrong with changing the time signature?

2/4 8/4

Changing tempo isn't the same as changing time signature. You don't want to change how many beats there are in a measure, but change their speed instead.

How would this be different from just entering the desired value in the tempo field?

I am pretty sure this guy is not talking about tempo, and is actually referring to the metronome itself

because only the metronome speeds up

changing the time signature is actually the closest, if not exactly what i'm looking for. i would just like the measures to read the same.

actually no time signature did not work. i'm trying to speed up or slow down the metronome

I wouldn't resort to changing the time signature anyway because that defines the basic rhythmic structure of the track. And tempo is something different. I think he means to change the resolution of the metronome. Say, play a tick on subdivisions of a beat instead of only on a beat, as is the default now. That would be useful.
