This can be a setting in "Preferences". A high number of tracks in the timeline can be discouraging to add more. This feature can reduce the problem.
With setting enabled: New timeline tracks are created at the top of the list instead of the bottom.
This way, the newest and probably least completed things are at the top where they are easier to edit and spot. The oldest and probably most completed things move to the bottom over time.
