Co-authors don't have permission to DL the track they participated in while the owner has.
I suggest co-authors having DL enabled as well.

Sounds like a good idea to me.
I don't think it has something to do with being good or bad, it should be rather obvious. When you collab with someone and you as admin keep remix closed then you have to download and send the track over Gmail or something to the co-author if he wants the track. He should be able to download it just like the owner.
