You have to be partnered with audiotool in some way, or you somehow prove that it's 100% yours and willing to give everyone on audiotool the rights to use said samples for free.
You can submit your samples to this user: https://www.audiotool.com/user/atrc/ They are an AT-sanctioned provider of clean sample packs. But I don't know if they're active anymore.
