As others have said, in the past, you used to be able to publish without a genre: now it defaults to newbie, and the selection is forced.
A lift and shift was never performed to move those uncategorized tracks into... idk another place? probably newbie? Anyhow, now there's a depreciated genre tag which never got removed or fixed and the old uncategorized tracks remain behind.

I don't think so, probably just a tag. I feel like other/exparamential replaced the tag
wasn't here to see it but someone else said it was literally the biproduct of not choosing a genre lol

There was a period of time where other users could “vote” your track into a genre but unfortunately it never worked that well
