You can report those profiles (angry face icon on the right side of their user page) or their individual tracks (strike-through copyright icon on the right) to help the admins have a look at the problem.

I know But you still shouldn’t have to since this is not allowed anyway
It's not encouraged, but it's still possible to do it. That's why having a report option is necessary.
