Do you mean with technically? There are tutorials that can walk you through each of the components.
If you mean song writing wise... well thats a different story. Everyone has their own technique. Personally I'm all over the map. Sometimes I start with a melody, sometimes with a bass line, sometimes I start with a beat that I've been tapping out on my desk all day. Hell, one time I started a track by throwing in a sample of rain and letting that inspire everything else. (this one: https://www.audiotool.com/track/monday-fwee3st/ )
Ultimately It just comes down to making SOMETHING. Then you just build on that.
