On the "Tracks" home page of a user, the "Tracks" and "Templates" links below the main "TRACKS (n)" tab will be missing if the user doesn't happen to have published tracks or public templates, respectively. This makes navigation difficult.

Steps to reproduce:

Navigate to the page of any user with no public templates.

The tracks are displayed by default. Click on "Templates".

The message "(user) has no public templates" is shown. The "Tracks" and "Templates" links above are missing.

It isn't possible anymore to navigate to the other page (for example, tracks) without going back or clicking the main tab.

The same is true for users without tracks. I'd keep those two links even in the absence of the corresponding elements.
