I am having a tough time using Audiotool with the new smooth scrolling feature and i cannot turn it off in Chrome://flags it does nothing. I really haven't used the app since this feature was added. I just wanted to know if someone had a tip for disabling this aggravating feature. I am so very sorry to pester you all with a problem that I am probably being too much of a baby about

type chrome://flags into web browser to change it to see yourself
you need to type it into the chrome web address bar

I uninstalled it, restarted it and even used Chrome Canary and it still doesn't fix it. I really hate this feature of chrome!
It is very strange, it's almost like a feature of windows. sorry I am so late to respond.
I SOLVED IT! Logitech options apparently adds smooth scrolling to many programs! Thank you everyone that responded to this and gave me tips.
