I have no idea if this is actually a bug and can other people reproduce it.
I stumbled upon this by accident ( misclick ) and seems that there is something with that 110% zoom.

happens to me all the time when i accidentally use the scroll wheel while holding ctrl
not sure if this actually qualifies as a bug if you can fix it with one click anyway
