Steps to reproduce:
*create many automation and devices so that you have a big timeline so that you are required to scroll. (the more needed to scroll, the better the results)
*scroll so that you are in the middle or not fully at the top or fully at the bottom.
*try muting a device/automation (you will notice that you can't and that you scroll down at full speed)
Also:
*scroll to the very bottom
*try to move an automation/device to the top (you will notice that auto-scroll does not work)
I've noticed that the auto-scroll border (the area where your mouse has to be in order for the timeline to scroll down) changes in size depending on timeline size.
If you have the timeline fully opened then it is hard to reproduce but possible, but a smaller timeline is easier to reproduce on.

I also struggle with this regularly. There was a similar bug post describing these problems: https://www.audiotool.com/board/bug_reports/timeline_track and it looks like something was done about it. Unfortunately, the bug isn't really fixed.

It is likely still a problem, unless you killed two birds with one stone somehow, since this is a scrolling bug rather than a graphical bug. Also, this issue is very fiddly to reproduce.

I can no longer reproduce both problems - even though I really tortured that list.
